AIC Spring Academy for City Officials Coming Soon to a City Near You - Register Today!

Spring is officially here and AIC’s Spring Academy for City Officials is just around the corner. If you have not yet registered for one the upcoming academies, I invite you to do so soon. This year the AIC Spring Academy for City Officials will take place in six locations around the state on the following dates:
Thursday, April 21st at the Coeur d’Alene Best Western Inn
Friday, April 22nd at the Moscow Best Western University Inn
Tuesday, April 26th at the Nampa Civic Center
Wednesday, April 27th at the Burley Best Western Inn and Convention Center
Thursday, April 28th at the Idaho Falls Hilton Garden Inn
Friday, April 29th at the Chubbuck Idaho Central Credit Union Headquarters

Over the last year we have changed AIC’s Academy/District Workshop structure to provide city officials with more detailed training on specific subject matter. The upcoming AIC Spring Academies will focus on two subjects: budgeting and planning and zoning. By narrowing the focus to two subject areas, AIC will be able to provide more detail on budgeting and planning and zoning than we have provided in the past. The budgeting training is especially critical this time of year as cities commence their annual budget setting process.
The training is designed for a variety of city officials including mayors, city councilmembers, city administrators, clerks, treasurers, budget and finance staff, city planners, city attorneys, and department heads; however, all city officials will benefit from the training. Here is a detailed summary of the topics we will cover:
9:00 am - Welcome and Introductions
9:10 am - Review of AIC Legislative Priority Outcomes: A brief overview of AIC-sponsored legislation, including House Bill 443 (municipal records retention), House Bill 447 (critical infrastructure exemption from public disclosure), House Bill 496 (unused cemetery plots), and Senate Bill 1354 (alcohol catering permits). AIC is planning a webinar for May 18th that will provide a more detailed review of the 2016 Legislative Session and its impact on cities.
9:30 am - Introduction to Municipal Budgeting: A brief overview of the basics of city budgeting, including a review of the city budgeting process, important dates, and the basic elements of a city budget.
9:45 am - Strategic Based Municipal Budgeting: Learn the differences between traditional line item budgeting and strategic based budgeting, how to engage the public in determining budgeting priorities, and how to set a budget the supports outcomes desired by city residents.
10:20 am - Break
10:30 am - Property Tax Budgeting Process: An overview of the property tax administration process, the impact of property tax exemptions on city budgets, city property tax levy authority, the elements of the property tax budget, and the process in which the property tax portion of a city budget is developed.
11:00 am - Budgeting Non-Property Tax Revenues: An overview of non-property tax revenue sources, including state shared revenues and city fees for services, the differences between general government revenues and dedicated revenues, the difference between user fees and taxes, and the process through which the non-property tax portion of a city budget is developed.
11:30 am - Financial Reporting and Transparency: An overview of the various financial reporting requirements cities must comply with and the penalties for non-compliance.
12:00 pm - Lunch
12:30 pm - Fundamentals of Planning and Zoning: An overview of the roles of the comprehensive plan, zoning and subdivision ordinances; the basics of public hearing procedures; the need for decision criteria in local ordinances; strengthening the decision making process; and arriving at final decisions that are defensible, including hearing procedures and decision criteria.
1:45 pm - Area of City Impact Planning: An overview of the area of city impact process with specific training focused on collaborating with the board of county commissioners in approving or modifying the area of city impact and the general authority of the county and city (or lack thereof) within the area of city impact.
2:15 pm - The Basics of Annexation: An overview of the annexation process, including the policy foundations for municipal annexation in Idaho, the political considerations that must be weighed when annexing, and the impact of annexation on lands actively devoted to agricultural use.
