   What does it take to become a Certified Municipal Clerk (CMC) or a Master Municipal Clerk (MMC)?

 

The Idaho City Clerks, Treasurers and Finance Officer Association (ICCTFOA)  would like to take this opportunity to provide a brief outline of requirements for state certification versus international certifications.

Please note that the first step in either process is to make contact with the either the ICCTFOA Training and Certification Committee Chair Nila Jurkovich or Co-chair Renata McLeod  for your state certification and the International Institute of Municipal Clerks for the International CMC and MMC program.

 

Idaho City Cleks, Treasurers, and Finance Officers State Certification:

The application sets for the following point system:


Education Min. 100 Hours 
Hours come from the Mountain West municipal Clerks and ICCCTFOA Conferences.  This can occur in about 3 years of attendance of both events.
Experience, Professional and Social Contributions 20 Points
This category includes your work experience (min. of 12 pts.), professional and social contributions (min. of 6 pts); Special note: points can come from attending district meetings and serving as District Director.

International Certification, CMC

This certification requires memberships to the International Institute of Municipal Clerks for two years and international CMC.  The membership dues are based on the population size of your City. 

 

Requirements include:

  • Performance of Municipal Clerk Duties, such as records management, elections, meeting administration, custody of the official seal and execution of official documents, etc.
  • Affirm and Practice IIMC Code of Ethics
  • Attain education and experience points

This program requires a nonrefundable application fee of $50.00 which will go toward the total fee of approximately $100.

 

Education

60 points

Hours come from IIMC certified classes 120 hours (1 point per 2 in class contact hours). This can include college degrees.

Experience

50 points

Supporting documents are required! Remember that these documents must include at a minimum name, date, description, location, and hours. Additionally, you must include a letter of employment verification.

 

International Certification, Masters MMC

This certification requires memberships to the International Institute of Municipal Clerks for two years and international MMC.  The membership dues are based on the population size of your City. 

The application:

Points are awarded on a pre-approved basis and awarded as 1 point per 4 in class contact hours.  For IIMC approved academy you will receive 1 point per 2 in class contact hours.  

This program requires a nonrefundable application fee of $50.00 which will go toward the total fee of approximately $400.

Points used for MMC must be dated  after any prior designation, such as CMC.

 

Advanced Education

60 points

Hours come from IIMC certified classes and college degrees.

Professional and social contributions

40 points

This category can include 20 pts combined between education and this category Special note: points can come from serving on a ICCTFOA committee

Frequently Asked Questions

 

Q.  Can you apply for the International certification before you receive state certification for CMC?

A. Yes, although it is highly recommended to get state certification first, as it is the backbone of ICCTFOA.

 

Q.  How long will it take me to become state certified as CMC?

A. It depends on the amount of  ICCTFOA classes you are able to attend and how involved you are in the organization; the average period is four years.  

 

Q.  Once I am certified do I need to get continued education credits to maintain my certification?

A.  At this time, state certification does not require it.  However, it is recommended that applicants continue with their education as the profession is ever changing and continued education is valuable but not required.
