In 2008 the City of Caldwell applied to the Bureau of Land Management for an award of thirty acres of land to be used as a park. Located on the hill above Lake Lowell, the conditional contract was approved in 2010 and construction of the park, now named Mallard Park was begun in 2011. Opened in 2014, Mallard Park has a state of the art, handicapped accessible playground, six picnic shelters, walking paths, an amphitheatre, basket ball court and an 18-hole disk golf course. Construction of the second restroom building is underway.

This project was part of the Parks Master Plan and part of the Strategic Plan for the City.

One of tenets of the direction of the City of Caldwell has been to make the City friendly and available to families and children. To that end, the City has developed more park acres per capita than any other city in the Treasure Valley. Each of the parks is unique in some way to give the citizens of Caldwell a variety of choices for recreation and relaxation. They are also located throughout the City to make it convenient for neighborhoods to be able to take advantage of the facilities easily.

Mallard Park is located in South Caldwell, between Highway 55 and Lake Lowell, opening up the availability to the new neighborhoods in the area. The location of the park, on 10th and Orchard, near Highway 55 and the Farmway area makes accessibility to the Park very convenient for a large portion of Caldwell households.

The Bureau of Land Management has a program—Land for Recreation and Public Services. The BLM land under this program is available to local governments for application as long as the land is designated for public use in perpetuity. Once the conditional award is made, the government entity must complete the improvements for the proposed use before the conveyance of the title of the land is accomplished.
