Municipal Water Users Group

The Municipal Water Users Group was envisioned by the AIC Executive Committee during December 2016.  In response, the Bylaws were updated to permanently establish this Committee under Article IX (9).  This Article sets forth the Group structure, and terms.  The general structure is for 2 representatives, each with 2-year terms, from each of the corresponding IDWR water regions.    

The primary purpose of the AIC Municipal Water Users Group (MWU) is to make recommendations to the AIC Board regarding all municipal water matters within the Association including, but not limited to, water rights, water quality, and storm water. The Group is also authorized to review litigation related to water matters and make recommendations to the Board to participate in legal matters relating to municipal water issues including, but not limited to, amicus and intervention.  The Bylaws allow AIC to levy financial assessments on the Group’s member cities, but that would likely only happen in the case of litigation or a more serious issue that required consulting or legal expertise.

During the October 2016 Water Summit, AIC facilitated founding member nominations.  Now that this initial year has passed, new nominations for regional representatives are being sought in conjunction with the upcoming 2018 Water Summit.  

Current MWU Group representatives are:

Water Region 1: Councilor Edie McLachlan, Genesee (1-year); Councilor Shannon Williamson, Sandpoint (2-year)
Water Region 2: Mayor Nathan Leigh, Parma (1-year); Councilor Sandy Levi, Nampa (2-year)
Water Region 3: 
Councilor Robert (Bob) Culver, Jerome (Chair, 1-year); Councilor Randy Hawkins, Burley (2-year)
Water Region 4: Councilor Terry Larson, Preston (1-year); Mayor Rebecca Casper, Idaho Falls (AIC Board Liaison, 2-years)

AIC President Appointment (At Large/Statewide): Councilor Richard (Rick) Cheatum, Pocatello (1-year)

The MWU Group is required to meet at least annually, typically associated with the AIC Annual Conference and/or the AIC Annual Water Summit; with an additional meeting just prior to each Legislative Session.  Primary administrative staffing for the Group will be provided by AIC staff, with Johanna Bell serving as the primary staff contact. Legal counsel services under contract with AIC shall also be available as needed and as budgeted.
